Harold, a member of a Neighbourhood Environmental Action Team, works on ensuring The Cowgate Estate is kept free from environmental signal crimes (fly-tipping, litter and graffiti). One problem the team faced regularly was large amounts of broken glass and discarded bottles littering the estate. Harry implemented a scheme involving local off-licenses putting a 50p levy on bottles of alcohol purchased, which was refundable on the return of the bottle. The team then collect the bottles and take them away for recycling. The scheme has been so successful that it is now being implemented in other parts of the city.
