Ed Balls on why scrapping SATs would be a mistake

Following the Expert Group's report into school assessments, Children's Secretary, Ed Balls announced the Government accepted all the recommendations which included scrapping Key Stage 2 SATs in science. But previously the Secretary of State had explained dropping KS2 SATs would be a mistake. Has the Government had a change of heart? Our presenters spoke with the Children's Secretary at the Annual Conference of the NAHT, just days before publication of the Expert Group's assessment.
